Position Description: ISR TOPOFF is a TRADOC G2 initiative responding to an operational gap in deploying unit awareness, understanding, and employment of non-organic ISR capabilities in Iraq and Afghanistan theaters. ISR TOPOFF supports the Combat Training Centers (CTC), Mission Command Training Program (MCTP) and provides pre-deployment Mobile Training Teams (MTT) to deploying units (BDE\/BCT\/RCT; Combat Aviation, Engineer, Battlefield Surveillance, Maneuver Enhancement, Sustainment Bdes), including their subordinate commanders & staffs; Provincial Reconstruction Teams and Battlefield Coordination Detachments, focused on capabilities, processes, and products associated with non-organic ISR assets in the combat theaters. ISR TOPOFF trains commanders, battle staff, and ISR consumers and producers, to effectively utilize organic and non-organic ISR assets, work effectively within the ISR synchronization and integration process, and be familiar with the tasking, processing, exploitation, and dissemination (PED) tools while in support of the mission. The position location is negotiable and will involve travel as much as 70% of the time. Your future duties and responsibilities: The Joint ISR Analyst will support the ISR TOPOFF Combat Training Center (CTC) training support. The Joint C4ISR Analyst The analyst will support ISR TOPOFF in integration of Joint ISR (JISR) to effectively execute Joint fires into exercises primarily at the CTCs to prepare deploying personnel for current theater operations. This employee will team with Observer Controllers from the training centers and analysts\/trainers from other joint organizations such as deploying USMC Regiments; USAF and USN ISR and EW assets and sustaining commands; other government agencies; the Joint Improvised Explosive Device Defeat Office (JIEDDO) and each JIEDDO Service centers of excellence (COE) to improve C4ISR and the integration of fires from joint forces. Applicant must be able to maintain and advocate both a Joint and Service perspective. Analysts will mentor deploying military members on C4ISR\/Joint Fires integration primarily at NTC, JRTC, and JMRC. Excellent written and oral skills with the ability to communicate difficult concepts to various audiences required. The analyst will brief results to DoD operations analyst professionals and General and Flag level military officers. Leadership and teamwork skills that enable the analyst to act as a team lead for a specified time or project, coordinate a team of personnel with advanced skills, and accomplish tasks under limited supervision in a timely manner required. This analyst will directly impact the effectiveness of our deployed troops by increasing C4ISR\/Joint Fires awareness and ability to attack the enemy with non-kinetic and kinetic fires in a coordinated manner. The contractor conducts research on C4ISR activities to fill unit training requirements, including AOR specific C4ISR capabilities and various military branch and organization processes. Develops lessons learned, best practices, and after action reports addressing ISR synchronization and operations integration in current theater operational environments. The contractor develops training material, including Power Point presentations, handouts, pocket-guides, on-line resources, and other intelligence products and media. The contractor will serve as an instructor on various training materials after completing an internal certification process. Primary Duties & Responsibilities: \u2022 Serve as a ISR TOPOFF Joint C4ISR Fires Analyst \u2022 Observation of intelligence collection, C2 system data collection and integration, and human factors (staff teamwork and functionality) and improve the integration of these systems into effective Joint fires \u2022 Mentoring of service members primarily brigade, battalion, or brigade intelligence and fire support staffs on best practices and courses of action in order to integrate JISR with Joint fires \u2022 Evaluation of staff performance, especially as it relates to incorporation and integration of all available assets for joint fires. \u2022 Reduction and analysis of collected data and observations \u2022 Preparation and presentation of results to training staff \u2022 Preparation and presentation of results, feedback, and suggestions for improvement to staffs and other trainees Outside of training rotations, duties will include: \u2022 Development and presentation to training classes focused on integration of JISR and operations \u2022 Review of scenario plans and integration of JISR into these plans prior to each rotation. \u2022 Conduct research and studies of Joint fires current, emerging, experimental capabilities (systems and TTP) \u2022 Support training on selected Joint fires issues to set the conditions for valid Joint fires training support \u2022 Plan, develop, and implement analytical methodologies to address identified operational issues \u2022 Plan, research, and analyze C4ISR aspects of sensor to related command and control necessary for effective Joint fires \u2022 Applicable tactics, techniques, and procedures (TTP) \u2022 Develop, publish, and implement assessment plans to objectively assess Joint fires issues \u2022 Plan, coordinate, and monitor Mission Event Synchronization List (MESL) injects \u2022 Develop and provide conclusions and recommendations to the AAR tool. Produce analytical findings and submit those reports to the TRADOC G2 for action. \u2022 Draft, edit, and publish reports documenting results and identifying solutions for Joint fire\u2019s improvements \u2022 Represent the TRADOC G2 ISR TOPOFF program and projects with higher headquarters, other government agencies, foreign governments, and industry \u2022 Collectively the team will Development and\/or review of Leadership Handbooks, TTPs, publications, presentations and videos Location and Travel Location is negotiable. Travel will include various Combat Training Centers; Fort Irwin, CA, and Ft Polk, LA, JMRC, GE (OCONUS) and as requested by the government customer. OCONUS travel may be required to other locations. Other travel within CONUS will occasionally be required. Employee can expect to travel 12-16 days per month. Required qualifications to be successful in this role: Education: Bachelor\u2019s Degree AND 8 years' related experience OR 20 years of related experience. Experience: \u2022 Military intelligence professional, ideally a retired senior level Non Commissioned Officer (NCO) or senior-level Commissioned Officer with 15-20 years of solid Joint Fires\/JISR intelligence experience \u2022 Ideal candidate must have recent (within last 24 months) deployment to either OND or OIF with knowledge of ground and aerial ISR collection capabilities, exploitation, and process experience. Or previous experience supporting CTCs. \u2022 Aviation or Field Artillery C2 experience working at Battalion, Brigade, Division or Regiment and familiar with TACP\/FSCC nodes and systems \u2022 Must understand JISR Integration with maneuver operations \u2022 Must have level of proficiency with key doctrinal publications such as, JP 2-0, JP 3-0, JP 3-09, and JP3-09.3 \u2022 Superb communication ability, able to read, write, speak with poise and authority is critical \u2022 Willingness to travel both CONUS and OCONUS (70% travel requirement) \u2022 Familiar with Joint and Army operations (to include unit types and mission sets) \u2022 Strong computer-based skills, including word processing, office tools, and graphics programs a must Security Clearance: \u2022 Must have a SECRET security clearance and be eligible to obtain a Top Secret\/Special Compartmented Information (TS\/SCI) clearance. \u2022Due to the nature of the government contract requirements and\/or clearance requirements, US citizenship is required.
