Contract Specialists help team members or clients to develop procurement related deliverables for the entire acquisition life cycle and exceed client expectations in the quality of all client deliverables.


Responsibilities include, but are not limited to: Developing and reviewing market research, acquisition strategies, procurement related documentation, SOO/SOW/PWS, source selection plans, business cases and other contracting related requirements documents that support entire acquisition life cycle;

Coordinate with and provide analysis, recommendations and advice to program and technical offices during all phases of contracting; this must include requirement gathering and analysis, acquisition document preparation, acquisition process execution, proposal evaluation, award, administration and closeout. Review and comment on acquisition documents; including all acquisition strategy documents.

Work with client program offices to help define and refine new or modifications to work requirements the office. Meet with the client program offices, coordinate with the COR, CO and contract specialist (CS). Provide inputs and comments to procurement justifications and contract approval documentation, Source Selection Plans including development of evaluation criteria, contract line item structures, SOWs, task statements, contract modifications, and contract correspondence.

Participate in client meeting and program reviews to create, review, plan, and evaluate the acquisition efforts in support of the related program activities. Create and maintain contract action schedules, record and report on contract actions, and

Utilize the Internet and various knowledge sources to stay current on all facets of acquisition.


Bachelor's degree in a business or related field.

Retired Military or DOD civilian strongly preferred.

NCMA, FAC-C or DAWIA certified in Contracting preferred.

5 years of experience in the Federal acquisition arena.

Relevant experience, to include well-developed acquisition planning, strategy development, negotiations, contract administration, pricing analysis, and related functional assignments in the execution of the acquisition related requirements.

Knowledge of performance-based service contracting concepts, strategies, and governing rules and regulations.

Knowledge and mastery of federal acquisition laws and regulations, including Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR) and agency specific regulations.

Ability and desire to maintain and expand client relationships through the delivery of high quality work.

Well-developed written and verbal communication skills.

Ability to read regulatory, policy and related acquisition guidance, interpret that guidance to a stated situation, and apply the concepts presented in the guidance.

Ability to think independently and provide others with convincing and persuasive evidence that supports a stated acquisition strategy or position.

Ability to multitask and work effectively, both independently and in teams, ensuring timely completion of assignments and meeting established quality standards.

Superior interpersonal skills, including the ability to interact in a professional manner with senior level government managers and teammates during periods of high stress and tight deadlines.

Desired Skills

DAWIA in Contracting or Program Management, FAC-C, and/or CPCM certifications.

Experience in the 1102 job series as a Contract Specialist and/or Contracting Officer.
